I've been able to transfer money both ways, but it has to be done a specific way and even then, it's really glitchy. To transfer from CashApp to PayPal, I have to use the ACCOUNT linked to my PayPal Cash card but NOT the card itself. Since those cards are linked to custodial accounts maintained by Wells Fargo, CashApp sees it as a Wells Fargo account and will transfer the funds if you link it as a bank account (using direct deposit info) and not as a debit card. It still goes to the card, it just can't be linked to CashApp that way. Now, I'm not sure why, but that doesn't work both ways. I can only transfer money from PayPal to CashApp using my PayPal Cash Plus card. Even then, I had to try several times to get CashApp to accept and link the card. I don't know why it eventually let me do it because I didn't do anything differently, but it did finally link, so if you're feeling determined and patient, go for it.
