Currently having the same issue on ANY website that accepts payment from Paypal- it looks like Paypal itself has broken code they are not fixing. This has even affected massive big box retailers. Can't pay anyone using Paypal. Whether it is account specific or not, this is extremely inconvenient- you would think they would be more proactive about this issue.
Just noticed something interesting after we have been fighting this for over a week- out of frustration, I slammed the browser closed and the Paypal payment window closed behind it...
PAYPAL- YOUR CODE NO LONGER ENSURES THAT YOUR PAYMENT BOX IS OPENED IN THE CURRENTLY ACTIVE BROWSER TAB.. IT WAS BEHIND THE BROWSER. SO, USERS: IF THEY WON'T FIX IT FOR US, YOU HAVE TO FIND A WAY TO FIND THE PAYMENT BOX THAT IS OPEN BUT NOT IN VIEW.
My payments wont load/process either. Money is in my PayPal account and bank account and will still not get past the Processing screen on ANY website I am trying to order from. UGH
