Paying for an item or service

I'm currently trying to send money for a product I have purchased online. However, if I choose the "Paying for an item or service" option, I am unable to send the payments. However, if I change the option to "Sending to a friend", I am able to send it. What's going on?

Thanks for asking your question in the PayPal Community forums. I'm sorry to hear that you are having a difficult time sending a payment as a "goods and services" payment. That is understandably frustrating.
It may be that the transaction is too risky to complete as a "goods and services" payment. PayPal may reject that type of payment the security system flags it as too high-risk. A personal payment may be allowed since those are only intended to be sent to someone you personally know and trust and fewer buyer protections are offered for them.
I'd reconsider the transaction before attempting it again.
