Payments not going anywhere

Hi,

My farther wanted to add money to his personal PayPal account balance but couldn't, he could only make payment using his card.

I setup an Paypal account so he could send it to me and then i can send it back to him so then he would have a PayPal balance.

I have done it a few times and but only a few hundred Euro's. It is not not letting me send anything to anybody. Any ideas what to do ?.
