Received a refund from a Hotel and now PP is asking for tax info to 1099 ??

Hi -
I received a refund from a Hotel via Paypal (how i paid them) and yesterday they refunded my money.  They put it as goods and services. Now I am getting prompted for SS Info for a 1099? 

The  message:   Because you receive payment for goods or services through PayPal, you must verify your U.S. taxpayer status to avoid limitations to your account. 

How do I correct this?

About the refund you received, since it was sent to you as a payment and not processed by your merchant as a refund, there was a possibility it was placed on hold. Since your account does not usually receive payments. To see the reasons why Paypal would place the payment received on hold, the article above will give more info.
