Hello,
I have paypal account which i'm using in my ebay e-commerce and I just realised that I'm using a french account (I entered by mistake the wrong region) and i'm not living in france so I'm forced to close this account and create an other one in the exact region.
The problem is I have money on hold of an item that I have sold and already shipped.
My question is can I refund this payment even if it's on hold and somehow ask the buyer to send me back the money (item cost) to my new account?
Any help?
