Hey,

I'm trying to send money from my account (Israel) to someone's account in Russia.

and every time i get the same massage "Sorry, this payment can’t be completed due to regulations."

I'm using a mastercard card, never had a problem to send money to sellers.

The question is, is the problem with my user or his user?
And what is the solution to this?
