UK->NL payment using € account

I'm in the UK wanting to pay a supplier in NL using the Mastercard debit card issued by my French Credit-Agricole bank.
Having set the Mastercard as the default payment option and used the supplier's .nl email address, Paypal then asks me to enter a £terling amount to be converted to €uros (at a laughable 1.057), rather than just asking for the value of the transaction in €uros as I expected.
This used to be seamless (I'm fairly sure) before the initial **bleep** deadline.
Clues, anyone ?
