Using Paypal to shop online from US

Hi

I'm in the UK and trying to make an online purchase from a store in the US (JC Penney).  I know they don't ship internationally, but I'm using a re-shipping company who have provided me with a US shipping address.  However, JC Penney won't accept a credit card payment from a card with a UK billing address.  They accept Paypal, but again, it recognises that my Paypal account is linked to a UK address, so won't accept it.  I even changed the shipping address to my US address when the Paypal confirmation screen appeared, but when it went back to the shopping basket to finalise the payment, it showed my UK address, so it's obviously still detecting that it's linked to the UK.

Is there any way around this?  Are you allowed to have 2 Paypal accounts?  Could I create a new account using the US address I have, but still link my UK credit card, or UK bank account?  Or is that not possible, or against Paypal rules?  Or is there some change I can make to my current Paypal account, so that it works to make this purchase?

Any advice would be greatly appreciated

You can't add an international shipping address to a country specific paypal account and for paypal seller protection the seller has to ship to the paypal registered address of the buyer.

You are allowed 2 paypal accounts only if 1 is personal and the other 1 is business BUT you can't open a paypal account in a country you do not reside in.
