Where do I find a timestamp when someone pays?

I see that someone has paid (and they're wondering why their package wasn't shipped on the date the invoice was sent - but that's because they didn't pay until days later) but I don't see where I can read what date and time they truly paid their invoice.

I understand you want to know more information about the received payment. If the person and paid you and if you have received the payment, you should be able to see the transaction on the activity page. Every transaction processed on your PayPal account will be listed on the activity page and also you will be notified regarding received payments. You can download the statement to view the transactions history in detail by following the steps mentioned in this article.
