buyer overseas and sending product later than stated on actual item page

Hi - please help - purchased product with paypal account on the 31st of March, and the delivery of the item bought was suppose to be royal first class delivery from date of purchase( but seller sent email saying overseas and can send it the 15th of April....i agreed he can send on that day with a mmessage ( just want to know if the time limit to claim my refund will expire, if the product does not arrive???-thank you

You have 180 days to open a paypal dispute for non receipt of item not as described on paypal.
