confirmation

Trying to purchase online lottery ticket from my states lottery website and the site claims I need to confirm my PayPal bank account, credit card and/or PP balance. I want to use my PayPal balance, not my CC or other bank account and have confirmed them with PayPal. Strange thing is, the lottery website has PayPal as a payment option, go figure. Any thoughts?

As its against paypal rules to use your account for any sort of lottery or gaming then it could be that they only accept paypal as a 'guest buyer' paying directly to their paypal account via a bank account or card.

Apparently paypal telling me how to spend my own money.. it's not even credit, it's actual cash in my account.
