I also have this problem after the Windows update on 9th April 2019 whilst trying to pay for an Ebay item whist running under CHROME. When I logged out and logged in via EDGE it worked OK. I am looking forward to a explanation as to why we are getting this error.

click on it and go to where it says cookies click REMOVE and remove all the cookies and then try to go to the PayPal site again it should work now cause that's what I did and it's working great now. please lemeno if it works for you

Clear cookies from Paypal in your browser settings. May also have to clear from your buying site eg Ebay. You do not have to clear cookies from all sites (although it wouyldnt cause any harm if you did), just the ones you were using when you encountered the problem

Also experiencing this since 09-April-2019 on MacOS Mojave 10.14.4 using Safari 12.1 browser when attempting an eBay purchase. Was successful using PayPal on eBay with MS Edge browser version 44.17763.1.0 (MS Edge HTML 18.17763) running on Windows 10 Build 1809 via Parallels VM. Have not installed MS update for 09-Apr (KB4493509).
