"Sorry, we can't process your payment"; suddenly cannot buy anything on ebay for no apparent reason?

Any way to fix this? I've bought a few things on ebay recently without issue, even twice earlier today, but just went to pay for something else and now suddenly all I get is "Sorry, we can't process your payment. Here are your options: " with suggestions to use another card or contact my bank.
Firstly, I don't have a second card. Secondly, just checked making a couple small purchases at other (non paypal) sites and my card's working fine everywhere else. Thirdly, I checked with my bank; there's nothing wrong with any of my accounts and no holds or other issues. In fact, the bank said they don't see any attempted or pending ebay/paypal transactions at all. Apparently ebay/paypal aren't even trying to do the transaction? In any case bank says there's no reason for it not to work on their end. I also checked that my card and account details all match including address and phone.
Here's what I've tried:
FWIW I had this exact same thing happen once before earlier this year-- for no apparent reason then either. I ended up just not using ebay for a month, and when I went back it was magically working again. In this case though I already committed to purchase the item and really need it, so I can't just go elsewhere or wait around for a month again this to fix itself.

It sounds like PayPal's internal security system might be blocking the payment from completing. Payments can often be blocked or declined if the system detects any unusual or suspicious activity. It may also decline some payments to help protect against any possible fraudulent activity. If you've verified that there are no suspicious charges in your account, I recommend attempting the payment again at a later time. In most cases, waiting for 72 hours before trying to send the payment again typically helps.

I had the same problem on one particular item - for the first time after about 500 ebay/paypal transactions. I could find nothing wrong on my ebay, paypal or credit card accounts.
I tried several times through the day - both to use paypal and to use the credit card option - without success.
After the last failed attempt I selected the same item from another seller (at a slightly higher price) - worked immediately with a PayPal payment! Possibly the seller had realised the price was too low, so withdrew the item from sale (but ad not yet deleted by ebay) which caused an error that was badly handled by the ebay server. Or an ebay or paypal security system triggered the issue, as above.
