Maybe recipient cannot accept payments due to the policies based on country they are located in. Some countries do not have ability to accept payments. Or they turned off setting that allows intl payments. Or the recipient has not properly set up or verify their account to accept payments. For example, in India recipient’s have to upgrade to business accounts and go through KYC process to verify they account in order to receive payments. There are some countries where the recipient has to link a Visa card to accept PayPal automatic transfers, before they can receive payments.
