I want to make a purchase with my paypal balance on bestbuy canada site but it keeps making me select a credit card or debit card that's linked to the account, I tried removing the credit card from the account hoping only my paypal balance would show up but now jts trying to make me put a credit card in, if I use paypal will it use my balance first or go straight to my credit card?I have it in my settings to use my balance first but my balance is US and I'm in canada

If your main payment method selected for the purchase is PayPal balance, PayPal could be asking for a back up payment method to the PayPal balance. Please read carefully the fine print explaining this on the checkout screens when it asks you to add a card. 

After the purchase, go look in the payment transaction details and you will initially see "Paid by PayPal Balance Backed by Card XXXX", then after the merchant captures the payment in a couple days or so, it will switch to "Paid by PayPal Balance" if there is enough in the PayPal balance.

If you want to send in USD, then try switching your primary currency to USD on the wallet page and try your purchase again.
