Can I cancel a pending payment by freezing my debit card?

I got scammed by a website and bought a product as a guest on PayPal. When I realized it was a scam I checked my bank account and it said the payment was pending so I froze my debit card while it was still pending. Will the money still go through? Can I still get a refund?
