Can't add my my Paypal to Google Pay

When I try to set up my in store payments for Google Pay, I constantly get "Sorry, we can't add your PayPal account to Google Pay at this time.". I went through some posts and someone send remove all the payments and add it again I've tried that but I still get the error. Any help will be greatly appreciated!

I'm sorry to hear that you're unable to add your PayPal account to Google Pay. Linking the account to Google Pay involves a review by the security system to prevent any unauthorized activity with your PayPal account, or any other risks. If the security system is blocking the link, please try it again at a later date. If the problem persists, please reach out to customer service by phone. Click Contact at the bottom of the PayPal website, then Call us, the log in or call as a guest.

I went through a month of dealing with PayPal Google and bank of America to get my account working again. I finally was out on with a Supervisor-I requested someone who understands the backend of things and how the system works. That's all I wanted, was to speak to someone who understood the way your system works, when and how it interacts with google, and can actually tell at which point and which part of the process is causing the issue. She gave up after 1 try and it was not even a worthwhile idea-trying to reactivate an older PayPal VCC I had used before....this is what I mean, nobody who knew what they were doing would try that. Google handles the VCC's it was a dead nonexistent virtual card that was not linked to anything at all. She tried that it didn't work and I'm still stuck with the same problem as the OP and now I'm getting a physical PayPal card in the mail next week instead of fixing it. Why would you need okay with not figuring out how to fix this? Check the top reviews for google pay and PayPal there are so many people in the same boat as the OP and myself. Where is the tech support? Why is ignoring it just perfectly acceptable? I spent a month and a half dealing with people....from the bank PayPal and Google. So much time spent. I want my account fixed. The card sounds like a nice measure and I'll use it but I want this resolved and by someone who knows what they are doing.
