Can't pay on dell.com

I was successfully been charged by Google and Spotify (services),but on Dell(goods) it shows"return to merchant,try another payment method"when I try to pay a $2000 laptop (only show the amount of the laptop when it's $140 after press "check with PayPal"button once, in this case I didn't try to pay,just tried to pay a lower amount of money to see if it's the problem).And sometimes it shows need code from my phone,but when I press Next it just said"Sorry we can't confirm it's you". It seems that I only have trouble when paying for the physical goods or involving larger amount of money.Is that I use VPN my account is limited?or my account is not fully verified?

If you are NOT in the US but are trying to use a US paypal account then it won't work properly for you and at some point will be limited.
Advice is voluntary.

@kernowlass I don't think this correct because I am in US trying to pay Dell in US and the payment does not work and also Dell charged me 30 dollars for returned payment. I think this pitiful since it seems Dell and PayPal are even clicked up on some things and have sales sometimes regarding PayPal. I wish I could get a concrete answer as to why this card can not even PayPal Dell preferred account payments.
