Cancellation is Pending on eBay, no refund status on PayPal

I made a purchase on eBay on Feb. 11, 2019.  On Feb. 12, the seller contacted me to say the item was temporarily out of stock and offered a refund.  The order was then cancelled by the seller.  The order status on eBay shows the cancellation is pending.  I received an email from eBay about the cancellation on Feb. 18 saying I should receive a refund.  PayPal shows no status on a refund for this transaction, pending or otherwise?  How long should it take for this refund to happen?  Do I need to contact the seller, or is it out of their hands?  I'm relatively new to both eBay and PayPal and haven't experienced this scenario before.

If there was a refund processed on a payment that you sent through your PayPal account, there are different ways that the refund can be issued. You can find more information on how payments are refunded here.

I have same situation. ebay left me with 2 choices in resolution center:

Did you pay for this order and receive a refund?

• I didn't pay for this order
• I paid for this order, and I received a refund

which both are not fit and might be create more dispute.

even worse there is no other channel to report this problem to ebay or paypal.

so if anyone can help would be appreciated. thanks
