Cash Card repeatedly declined

I keep getting error: The bank said: Address: Match & 5 Digit Zip: Match, No Match & Declined Do Not Honor Card (05)

I have more than enough balance for this transaction. The vendor said this is a bank error, and there's nothing they can do. Is anyone else getting a similar error that has been resolved? 

I am concerned with PayPal's poor preparation for COVID or similar. This is a bank. People need access to their banks. PayPal is computer-based business, and should be able to function nearly 100% remotely.

Paypal is not a bank its a payment processor.

Paypal staff work from call centres which is VERY unsafe at the moment, to work from home they can't use the phones anymore so limited to email or live chat.

A declined 05 code is a general Do Not Honor declined response. What does this decline mean? This is the most common and general declined message for transactions that are blocked by the bank that issued the card.

Same here. Getting annoying. PayPal needs to fix this now!!!!!!!!
