Commerzbank Account in PayPal

I recently relocated to Gemany. I closed my PayPal account and created a new PayPal account as per PayPal instructions. I then successfully linked (and validated) my new German Commerzbank account in my new PayPal account. Everything seemed to be correct. However, when I make an online purchase, the Commerzbank account appears as "not accepted for this transaction" (or similar words) and only my overseas credit card is available for selection. I have never had this problem before when I lived in Australia as both my bank account and credit card could be used to make payments via PayPal. Is this an issue with Commerzbank or PayPal?

Some merchants can block eChecks and German bank transfers in their PayPal account settings.
