Paypal is country specific so if you have to open a paypal account in the country you reside in and add an address / phone number / and bank accounts from within that country.

If you don't live in the U.S then you should not be using a U.S paypal account.

I am getting the same error, "Your payment methods are registered in a country that doesn’t allow payments to this merchant. Please add a card from the country where your PayPal account is registered". Mine is for a different service though. I am trying to add money from paypal by adding a debit card to my paypal account so I can add the money to my palottery account for the new online gambling function they now have. Both my paypal account, as well as the debit card are of U.S. origin. Which is why I'm not understanding why it isn't working????

For the past two or three weeks I've been having the same issue with the Caesars online casino app. This issue has absolutely nothing to do with anything being registered in another country. I noticed that sometimes if I request to withdraw $100 it will give me the error if I try $120 it will work or 80 or 60 but that's not always the case. if it was actually an issue of payment methods being registered to another country you would have never ever been able to load from the PayPal account unless you had a Paypal balance. It has been extremely frustrating to try and deal with this but at least I know that it is not me now and it is a PayPal issue with gambling sites. I've contacted PayPal as well as the casino everybody throws their hands up in the air but this is definitely a PayPal issue if it's happening with other gambling related websites.

P.S. t-shirt doesn't seem to be tied down to one company or even watch State as I'm in New Jersey in the previous persons in Pennsylvania I all have any issues on online gambling sites. Kind of crazy that PayPal would be an option directly from the gambling site but all the sudden it's giving issues and nobody knows what's going on sorry for the rant lol
