There is a charge on my paypal for Google Payment Corp charge, but there is no google charge.
I have tried to use the resolution through paypal, but it tells me that the charge can't be used.
How do I deny a charge that is only in the Authorization phase?

Contact Google to void the transaction to release the funds, PayPal can't cancel pending authorizations or allow you to dispute it as they are an agreement with merchant to pay, not a completed charge. Or just let the authorization expire (between 3 to 30 days) if the order failed or the payment declined.
