Can anyone tell me why Google Play would take money from my bank account, rather than from my credit card, when my credit card is my preferred method of payment on Paypal?

Is it a subscription? If so go and check if its set to deduct from your bank account or card.
Check if you had a subscription set up...
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > "manage pre-approved payments''.

Kudos / Solution appreciated.
