Paypal does not allow account holders under the age of 18.

PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.

As minors are unable to verify the account it would be permanently locked for further use.
Minors can’t enter legal contracts so they may not have any recourse to get their money back until they were 18, unless customer services allowed them to transfer the funds to a parents account?......You would need to contact customer services to see if they will do that.

They would never be able to use that illegally opened underage account again but once 18 Paypal may allow them to do a withdrawal of funds from that account.

OR they may allow them to open a new account and transfer the funds across. The latter option is not guaranteed as they would have already broken their rules once but they should get one of those options.

So my son told me that he must have changed his birthday to set it up, which I didn't know. But I do not think that PayPal should even allow anyone to send someone money at all if they don't have all their documents ahead of time to set up their legit account. So it's ridiculous that they let him accept the money yet he's not allowed to retrieve the money or refund it back to me. I've repeatedly asked support and I'm getting nowhere. I appreciate your time and reply.

So your son broke paypal rules and lied about his date of birth on a legal financial account and its paypals fault he now has issues in receiving the funds? Interesting.

Paypal does not normally require documentation unless someone starts to receive money and normally its an easy process if someone has set up their paypal account correctly.
