When a payment is sent, depending on the recipient's selling history, it may be subject to PayPal's 21 day hold. The seller has the payment in their account it's just temporarily unavailable and held by PayPal up to 21 days. Even with this hold, the seller is not supposed to hold your order hostage. They are supposed to ship your order and provide tracking number and when PayPal system can confirm delivery with the courier, they will release the funds within 24/48 hrs. You can release the funds, there is a way to do it, but this requires you to give up your dispute rights.
The hold is to ensure the seller ships people's orders and not just run away with the money. There are things the seller can do to receive the money sooner, like ship asap and upload the tracking number. If it is digital goods, deliver to it asap and then click "Add Tracking" and select an order status and then ask you to confirm receipt on your end of the transaction to release the funds.

PayPal releases the funds, hopefully on time, the seller should use the funds to process your order by ordering your item and having it shipped...processing your order basically. You will retain your dispute rights and you'll have 180 days from date of payment to file dispute.
Otherwise, if you don't want to wait, tell the seller to cancel your order if they can't process your order right away and refund your money. If they refuse, open a dispute from the transaction details (click "Report a problem") and ask to them refund your money. The seller can refund from within the dispute because PayPal puts the funds on hold pending resolution of the dispute, don't let them tell you otherwise. If dispute is escalated to a claim within the first 20 days, PayPal will step in and make a ruling. File Item Not Received as the reason for dispute, if seller can't produce a tracking number showing delivery, PayPal should rule in your favor.
