Is PayPal Down in Australia? Unable to Make Payment

We've invoiced a customer in Australia who is not able to make a payment to us. They said after clicking on the link in our PayPal invoice/money request to make a payment, they tried to do it but failed. In their words they wrote:
"The payment process at the very end keeps stating that the system is down or not able to process the payment."
and:
"The payment link below isn't working. I've tried to pay 3 times now over 2 hours and it isn't working!?"
We tried sending new invoice and money request link, but they are still not able to pay.
Today we received payments from customers in other countries fine, but just not with this one in Australia in particular.
Anyone in Australia experience technical problems today, by any chance?
