NewEgg charged me and canceled my Item

Hi There,
I'm from the Philippines and not really a native english speaker and therefore the drop down menu on Paypal and New Egg help center confuses me.
I wan't to make sure that i understand the situation and would like some advice on how to move forward.
Last January 26, I tried to purchase a Thrustmaster T-16000m Flight Pack from NewEgg and with Tax and Shipping to my country costs 14415.8 Peso or 275.06 USD.
Through Paypal my bank was Debited the above amount on January 28 and on January 29 Newegg canceled my shipment due to "verification issue"
Now the transaction cannot be seen in Paypal unless i open up my email and click the link from the payment verification email and i'm out 275.06 USD.
Looking through Paypal i'm under the impression that for the amount to be credited back to my bank would take about 30 days as it is a debit card. But i'm worried as the transaction does not show on my Paypal's user page and same as with Newegg.
So my questions are;
1. Is this normal for transaction canceled by the seller to not reflect on my paypal transaction? If so how would i be able to track this or dispute it? im at a loss on how to contact paypal and get am email conversation with them atleast.
2. Will i get my money back? and is there a way to get it faster instead of 30 days. I saved a long time to reach that amount as i've been waiting for a chance to purchase the above item. Now i can't even purchase it as i don't have the money.
I hope someone can give me a bit of clarification.

I'm sorry to hear that your order was cancelled! I'm happy to help.
With some merchants, when an order is placed, the funds are not captured right away. An authorization is sent to your payment method at the time of the order, and the funds are captured later when the order is filled. In cases where the order is cancelled, there is no payment to refund, because there was no capture of funds. The authorization itself expires based on your card issuer's timetable, typically in 5 days.

Thank you for your response. I understand what you described is what was supposed to happen. The reality for me is that i was charged. I placed the order on the 27th my bank account was debited on the 28th with the description of "NEWEGGPAYPAL" and the transaction was cancelled on the 29th.
Up to now which is the 4th on the new month, that charge is still there and my account's balance remains deficit the amount charged under the description "NEWEGGPAYPAL" with no one able to correct the issue.

Thank you for the clarification. For a situation where you were charged and no item was received, a Non-receipt dispute would be in order. Please open a dispute, which will allow buyer-seller conversation and the option to the seller to refund the payment. If the merchant isn't responsive, you will be able to escalate the dispute to a claim, which would result in a refund if there is no tracking showing delivery of the item.
