This year I've had issue after issue with using my EPPICard (child support card) to do online transactions. The system allows me to do Pay in 4 and send money to ppl. I can't however make online transactions. I've called PayPal repeatedly, and get zero help. They say the fault is on my card company. The card company says otherwise. Anyone else having this issue?
