Paypal won't let me select Credit Card for payment

I just added a Credit Card to my account and went through the verification process(Paypal charges $1.95 and gives code), this is my first time adding a card. At first, I could select it at payment, but I didn't buy anything. 30 minutes later I try and it says "Unavailable for this payment". I know that everything on the card is correct as far as number, security code, billing address, and expiration date. This is so frustrating as Paypal hasn't been working AT ALL for the past week or so. I have a U.S. account but I'm trying to pay for something while in China. Any help would be appreciated.

PayPal system can track where in the world you use your account. When you go abroad, it is best to let PayPal know you're going to use account during travel ahead of time. For security, the system is trying to protect your account so its blocking payment. Just pay with your credit card instead or call PayPal to get access to your account:

Call customer service: Click HELP at the top menu, scroll down to click CONTACT US, scroll down to click CALL US.

I don't think the problem is with me being overseas, as it lets me select the Paypal Balance option to pay instead.

I'm not even at the payment step yet, I'm only at the "select payment" step.

The system suddenly let me select the Credit Card, now it won't let me go through with the payment, I got this e-mail:

"Your payment for €xx.xx EUR was not processed"

"We were unable to process your payment initiated on November 24, 2018 for €xx.xx EUR."

It's really vague, that's all it tells me, doesn't give me any reasons, just this and the payment details.

I've sent money before in China through Friends & Family with no problems, I don't know why it's doing this.

2 days past and I was about to call Paypal, but before I did I wanted to just try it one more time. Surprisingly, it went through. I have no idea why.
