Pending Transaction

My customer is asking me to buy a $50 amazon gift card in order to complete a transaction, so he can send me the money ($400). 

Is this a scam, or shall I do it ?

the message says: 

"Transaction pending at 85% now, need $50 amazon gift card to complete transaction. Thank you."

Its a SCAM, a buyer has not paid until the funds are showing in your paypal account balance.

Paypal payments are not done via % OR require any sort of token for which they are trying to scam you.
