Refund for holiday booking

I used PayPal to pay for recent Holiday booking for August through Booking.com The hotel is now saying they can not return our money. I wanted to know if I am covered via PayPal’s protection plan? I really don’t want to loose out over 1k in hotel booking for holiday that may not go ahead due to the covid 19 travel restrictions Please help !

As long as you processed the payment under goods and services option you are covered by our buyers protection.

I don’t remember there being an option of not being a product & service transaction. In January 2020, Booking.com gave me 2 Payment method on checkout : credit card or PayPal, I chose PayPal as I don’t own a credit card. The page directed me to PayPal where I made the full payment which PayPal converted from Euros to pounds and took money out of my designated bank account. This was clearly a service that I paid for and wasn’t a transfer of money to friend & family. So I’m hoping I’m covered ? Do I wait til after the August holiday passes before I make a claim? I’m really upset this is happening. This is just for hotel. I’m trying to get BA to refund me the cost of the flights too
