You can send to an email address linked to a paypal account worldwide.
As long as you have a linked card attached to your paypal account then you imput their email address > select the option you want ie goods or friends > put in the amount and select AUD from the drop down list > then before you click to pay it should tell you how much in your own currency will be deducted from your card to fund the paypal payment.
