Text Message: Incoming Transaction Pending

I have received this pending incoming transfer message and I know of no activity pending. The site listed is "https://mpaypal.sslarts.com". 

Is this a scam?

I'm also getting these messages. Its not even made out to my name. I've been getting them 3 to 4 times a day now. It's getting extremely annoying. It is a scam for sure, and I wish there was a way to stop them.

For the spam text, you can block the phone number it was sent from. Just tap the top of the phone where the number shows, then tap the information image and you can block that number.
