Unable to Link With Epidemic Sounds to purchase music

I'm trying to link my PayPal to epidemic sounds to purchase music. keeps telling me  "sorry we weren't able to authorize your card. Add a card." 

 My card is OK and approved by PayPal. I called my bank they told me they don't see any attempt to make purchase and I should contact paypal.

Any help on how I should go about making the purchase on eidemic sound using paypal?

Is it a card paypal accepts in your country?

Is it confirmed with the 4 digit code?

Does the billing address of the card match the address on your paypal account?

Are there funds on the card and it has not expired?
