can't add my Visa gift card to send money

I can't send money using my prepaid Visa gift card from target. I enter the amount I want to send at it says "add a Payment" I already have one so i thought " Might just be a bug or something " So I enter the pre-paid card info and I click "done" and I see the spinny circle and then nothing happens.

You can't send personal payments with gift cards. Purchases of products and services only (except recurring payments or reference transactions).

So, you're saying I can't send money to someone using the giftcard?

Yes, this what I am saying. Prepaid gift cards are only for purchases/services, not for sending personal payments to friends and family as cash.

So, if I can't send it through F&F (Friends & Family) Would I be able to send it through goods and services?

I did a little bit more of research: register the card to your name as on your PayPal Account on the card website, it may let you add. Not all cards are the same or accepted so try that first before adding the card again.
