Does 3% cashback work when sending money to a friend?

I was wondering, if you send money to a friend using PayPal, with the new Cashback Mastercard as the source, would the 3% cashback count it? Also would PayPal charge for using their own card to send money?

That's a great question. The good news is that you are eligible to earn 3% cash back when you use the PayPal Cashback Mastercard to send money to other PayPal users on your PayPal account. Please note that there are fees associated with sending money using a card. You can find the Rewards Program Terms at the bottom of this page.
