Error while trying to make payment via zoho invoice

Hi, I've integrated with zoho invoice and then i created an invoice with paypal and sent the link to my friend in US to test out, this is my first paypal transaction. He is not able to make the payment, getting this error. I'm also getting the same error when i click on the payment link. Can anyone tell me what can be the issue?

Have you completed all the necessary steps to Receive payments through PayPal in India? If you have, I'd recommend having your friend sending the payment review this Help Center article after clearing their browser's cache, cookies, and history: Why was my payment declined?
