PayPal Pay in 3/4 is currently only available in some regions. If your country is one of the available regions, you will see the option to choose Pay in 3/4 at the checkout when making a purchase.
If you don't see the option, it could either mean that it is not available in your region or the purchase you are trying to make is not eligible.
I would suggest you check the Help Center for further details.
