Linked PayPal to Google play for 10 dollars never got it

I saw that if I linked my PayPal to my Google play account and spent over 5 dollars I would get a 10 dollar reward but I did it and never saw anything about it after ... I even spent more than just 5 on the first transaction to make sure I qualified so where would this money or credit show up??
