Pay in 4 payments

I had purchased gift cards using Pay in 4,completed payments but now I am no longer able to use this payment method. Why would this happen?

Guess its down to how many folks are using it, as its basically giving you a  short term loan, paypal may well have to restrict the number of loans at a given time?
