Pay in 4 question balance is too high, but this can't be true?

Hello everyone 

I have been using pay in 4 now for a while, never had an issue. Just got a new credit card in the mail, thought I forgot to change the old card to the new one for one of my pay in 4, once i got the alert i quickly changed it to the new card. now suddenly i am getting rejected in terms of using pay in 4 (i am up to date on all my payments) this has been happening since sunday:

• Total balance on your outstanding Pay in 4 loans or the Pay in 4 loan amount you requested is too high.

I've even tried paying off other pay in 4's just to see if that's the issue. I would imagine if it is a credit issue/credit score it would tell me i am rejected based on that? This is so strange as i have never had an issue with pay in 4 for the year or 2 i have been using it. Anyone have any ideas?
