You need to have a paypal 'balance' account before you can apply for that type of card.
When you accept a first payment into your paypal account it will ask you to either open a balance OR have the funds withdrawn to your bank account automatically. If you select the balance option then you would have set up a balance account.

A “balance account” is required to get the Cash Card. To open a balance account, accept a payment and you’ll be asked to Accept the money and elect to keep it in PayPal at which point, PayPal verifies the required identifying information: name, physical address, date of birth and taxpayer identification number.
