I have exactly the same problem as the guy who started this thread - the Paypal Key was working fine on my account from months but when I deleted it and then tried to get a new one it told me that the feature is "coming soon". Unfortunately the answer that you provided was just a link to generic information about how to set up a Paypal Key and it doesn't address the issue at all.
