Can someone please help me understand my responsibilities if I start a Paypal.me account?

Hi, I am a disabled person who has to put any information from online into a document so I can print it in a bigger font. And, I'm concerned about any and all fees that go with a paypal.me account. Can anyone tell me what is expected from me and if I can use it to raise funds for myself? I don't want to put myself in a losing situation.

Through a personal PayPal account, you can accept both Friends & Family and Goods & Services payments using PayPal.Me. There are no extra fees for using the PayPal.Me link, all fees will apply the same as they would if someone sent you the payment directly. When I go to the fees page, I have no idea which of the options is the 1 I want. Can you tell me?

PayPal fees can vary based on the type of payment you plan on receiving and the currency. I can try to provide some examples to help you better understand the Fees Page. If you're only planning on accepting Friends & Family payments from senders in the US in USD, then you likely wouldn't encounter any fees. However, there won't be any Seller Protection on these payments, so if you plan on selling items, you shouldn't accept them as a Friends & Family Payment.
Suppose you accept Goods & Services payments through your PayPal.Me link, you'd either encounter the Send/Receive Money for Goods and Services Fee or the Standard Credit and Debit Card Payments Fee. (They can be found under the first section, Commercial Transaction Rates.) The Send/Receive Money for Goods and Services Fee is 2.99%. If the buyer makes the payment with a card, then it's also 2.99% plus a fixed fee. The fixed fee is based on what currency you're receiving. If you click on the hyperlink in this first section of the page, it'll take you to the table for fixed fees. The fixed fee for USD is $0.49.
If you stick with only domestic payments, those are likely the only amounts you'll see for fees. If you start accepting internal payments, there is a 1.5% increase in the variable fee, so the total would be 4.49% plus the fixed fee for your received currency. If you start using any other PayPal products, such as PayPal Buttons, you'll likely see the 3.49% plus fixed fee type fees.

Let me see if I'm understanding you correctly...you're saying that if I only accept money from friends or family there's no fee at all? Or is the fee USD $0.49?

Friends & Family transactions do not have a fee associated with them. However, they do not qualify for Seller Protection, and if someone accepts Friends & Family transactions for a Goods & Services payment, it would lead to a limitation.

1. Is there a fee when I take funds out of my account?
- Standard withdrawals do not have a fee. However, instant withdrawals have a 1.75% fee. You can review withdrawal details if you click CTRL+F and search for 'Withdrawing" on the Fees Page. You can link a bank following these instructions or a card following these.
2. How do I take funds from my account?
- There are a few different ways to withdraw. I recommend visiting this Help Center article: How do I get money out of my PayPal account?
3. Can I get a PayPal debit card of some kind to put the funds on?
- PayPal offers a personal debit card called the PayPal Debit Card that you can use anywhere, as long as you hold a balance in your account. You can learn more about it and how to apply for it here.

I am thoroughly confused. I signed up for paypal.me. Then I applied for a was approved for a PayPal debit card. But, when I went o link the card to my account, a message popped up saying I couldn't do it. Can you say why that would happen?
