I understand you'd like to cash in your Google Rewards to PayPal and then use your PayPal Debit Card to spend them. From investigating the Google Help Center here, I found that once you connect your Google Opinion Rewards to PayPal, every $2.00 you accrue will automatically transfer to your PayPal Balance. It looks like this feature is only available for iOS at this time, though.
After the money is transferred into your PayPal, you can use your PayPal Debit Card for purchases normally. When connecting the two accounts, you'll want to make sure you're using the same email address that's confirmed on your PayPal account.
