Online payment for pay in 3 is showing an old billing address and won't let me change it.

When trying to make an online purchase using PayPal pay in 3 it shows an old billing address where I no longer live. This address is no longer registered in my account settings. I try to edit the address to my current one (matched with the one registered in my PayPal account), but it won't accept it saying address cannot be found.
No matter how many times I cancel the payment and restart, it still shows my old billing address. and errors when I enter the correct one.
Why is PayPal trying to use and old deregistered address on my payments???
