Hi, I raised a dispute regarding a merchant that failed to deliver order on due date. PayPal refunded my first payment and settled the dispute but since then I've been unable to use the "pay in 3"facility. I feel I'm being punished for raising a dispute even though I have never defaulted on a payment and my credit is good.
