PayPal pay in 3 not working

I understand that the option to pay in three instalments is not given to some merchants, but it seems that this merchant offers the option. However, when I try to use it, it just doesn't let me pick it. Can someone kindly tell me why? Thank you

"We may also decide not to offer Pay in 3 as a payment option in certain circumstances, such as where data we hold suggests you may not be eligible or where our checks suggest an increased risk of fraud."

So PayPal offers me £9000 credit limit but thinks I can't afford £55 or I am running some sort of fraud is that the answer?
